The Wolak report for the Commerce Commission into market power in the New Zealand wholesale energy market has received a lot of attention following its release in May. Media commentary has focused on the report's estimate of $4.3b of rents earned by electricity generators through the exercise of market power. Dr. Hogan will present an analysis on what this number does and does not mean, how confident we should be in the accuracy of this estimate, and what the report's analysis imply for electricity policy in New Zealand.

Seamus Hogan is a Senior Lecturer and Head of the Department of Economics and Finance at the University of Canterbury. Prior to joining the department in 2001, he had been an Assistant Professor in the Department of Economics at McGill University in Montreal, a Principal Researcher in the Research Department of the Bank of Canada, and the Director of a Health Economics Research unit at Health Canada. His research has mostly involved the application of microeconomic models to public policy questions, including the papers on the costs and benefits of government-mandated job security and the costs and benefits of low inflation. His current main research interests are electricity markets and modelling the batting and bowling strategies in international cricket.
